The following rights shall be considered in local decision-making:
- The right of a property owner to physically possess and control his or her interests in the property, 包括地役权, 租赁, 或者矿业权.

- The right of the property owner to privacy and to exclude others from the property to protect the owner’s possessions and property.

The recommended 开发ment patterns and options including Conservation Subdivisions, 农村社区, and the Rural Settlement Overlay District are implementation techniques available to landowners within the Rural Service Area of the County and are not required forms of 开发ment. Landowners will have the option to participate in these programs if they desire to increase the densities and intensities allowed on their lands.
